Well we’d be asking for docker already, and this would be an increment on that.  Obviously we need to acquire some real experience and demonstrate value to make sound case.

Re docker: it turns out to be very easy to set it up on any machine (with a recent OS) that you have root on (I have it on my OpenSUSE laptop now).  So perhaps jumping through the hoops with Sierra is a bit much for initial development and testing.  I've put up some instructions for running docker/CVMFS here: https://twiki.cern.ch/twiki/bin/view/Main/DockerCVMFS .  The big point is that, as far as I can tell, running docker doesn't let us get away from having to have FUSE in the host kernel to get CVMFS; however it means we can have our own private file space and mount CVMFS in such a way that it won't interfere with anything else the host system is running.
