Hi Sergei,

  I am able to read this file from ANL.

After creating a proxy with ATLAS voms extension.   I was able to run this 
command -

 xrdcp root://fax.mwt2.org//atlas/rucio/data16_13TeV:DAOD_EXOT2.09230919._000006.pool.root.1 
DAOD_EXOT2.09230919._000006.pool.root.1

and get some output. (albeit slowly - 15 MB/s)
