One English point, "SDCC needs to be upfront" doesn't work in this context, maybe "out in front" or another alternative.

For the second para on data management, this should also be in liaison with NPPS ?  While for BNL-centric experiments and communities SDCC can offer Rucio as a service (sPHENIX, NSLS-II), for experiments with distributed computing (you mention DUNE) you really need to mesh workload management together with data management which requires software development.
