He wants people sufficiently versed in subject matter (or able/prepared to become so) to write/improve documentation

 - subject matter experts to write documentation?

 - technical editors to fix what they write?

 - project managers to govern people writing?

 - developers to create document production and management machinery?


If the documentation it authored in LaTeX I can provide some light
consulting on some aspects of that last item.
