Dear Kerstin, Hong, David, Thomas,

The call for proposals for the U.S. – Japan Science and Technology Cooperative Program issued by OHEP recently is attached below.  Please familiarize yourselves with the call and forward it to the appropriate staff members who may wish to submit a proposal.  Be mindful that there is a mid-December deadline.

The call requires all submittals to be through the DOE SC Portfolio Analysis and management System (PAMS). The link to this system is provided in the call. Each PI will need to request an ID in order to input their proposal into the system.

Prior to submittal BNL-NPP requests an abstract be prepared to be discussed at a forthcoming video meeting. The purpose is to coordinate BNL’s submission so that we can optimize our chances of success. The abstract should be a draft (not yet in PAMS) of the abstract required for the DOE submittal. See page 9, Section 2.  (abstract format for a single page).

To this end, the following schedule has been established:

     Friday, November 13, 2020 - Abstracts, submitted to Fran Capasso.

     Monday, November 16, 2020 - Video meeting to discuss abstracts.

     Wednesday, November 18, 2020 – Recommendations for proposals to be developed.

     Tuesday, December 8, 2020 - Proposals in draft form, in requested format, for final comments.

     Monday, December 14, 2020 - Final input into PAMS system.

John Houser has kindly agreed to keep up-to-date summary of BNL proposals and help coordinate related activities.

Notice of Release of DOE National Laboratory Announcement

for Support of

U.S.-Japan Science and Technology Cooperation Program in High Energy Physics

The Department of Energy (DOE) Office of Science/Office of High Energy Physics has released a National Laboratory Announcement titled “U.S.-Japan Science and Technology Cooperation Program in High Energy Physics.” The Announcement can be found at:

Please note that the deadline for submission of proposals to this Announcement is December 15, 2020, at 5 PM Eastern Time.

This National Laboratory Announcement is to support U.S. investigators in bilateral cooperative research activities as part of the U.S.-Japan Science and Technology Cooperation Program in High Energy Physics (“Program”). This Announcement solicits proposals with scopes of work in high energy physics (HEP) that involve substantial collaboration with Japanese investigators. Please share this Announcement with interested parties and potential collaborators.

Applicants should note that awards are expected to be made for a period of up to three years at a funding level appropriate for the proposed scope, with out-year support contingent on the availability of funds and satisfactory progress.

The research areas supported by this program include:

  • Research and development (R&D) to enhance the physics yield of existing or future HEP

Experiments

  • Development of accelerator technology
  • Development of detectors for high energy physics experiments
  • Workshops, conferences and/or travel support to incubate and develop new accelerator, detector, and experiment concepts

Please review the Announcement for research areas that are not supported and other limitations of support.

Japan’s High Energy Accelerator Research Organization (KEK) has issued its own solicitation for proposals to support Japanese investigators for engagement in bilateral cooperative research activities under the same Program. The two agencies’ intent is that a given U.S.-Japan collaboration will have its U.S. (Japanese) Principal Investigators apply to DOE (KEK) for support in the bilateral collaborative activity. Potential applicants in the U.S. are encouraged to begin work on proposals in concert with their Japanese collaborators to meet the simultaneous submission deadlines of the DOE and KEK solicitations.

Within this program, the U.S. component of an international collaboration must be submitted as one proposal. Multi-institutional teams may submit one proposal from a designated lead institution with all other team members proposed as subawards. The lead institution must provide the overall scientific leadership and direction of the U.S. participation in the international collaborative effort. Only DOE national laboratories may be designated as the lead institution for a given effort, and therefore only DOE laboratories may apply to this Announcement. Other institutions, whether intuitions of higher education, non-DOE laboratories, or non-lead DOE laboratories must join a DOE laboratory-led effort in order to receive support from this Program.
