Please read the below message from Bob Tribble and Jack Anderson. This is similar to what we did last year for FY21 on the SWOT analysis pilot S&T operational analysis, but with a little more clarity for FY22. There were a few benefits from our SWOT analysis that started sub-committees and I thank everyone. I will go over more at the GL meeting on Monday. I have copied more of our leadership team as we move into FY22 in order for a more open and productive dialogue with the Physics Department leadership.
Let me know if you have any questions. My intent is to make an introduction on Monday and I would request for you to take this back to your respective teams to discuss opportunities. The following week I intend to schedule a separate meeting for us to have an open discussion on these topics with feedback from the team. Following the open discussion, I will work with NPP senior leadership to select key issues we need to address from the Physics Department and will bring back to select leadership to determine clarity if necessary NLT than 10/19/2021. Please see the attached document from last year that was submitted to the Performance Management Office as a reference. In a separate email I will share our internal Excel document we worked on in FY21.

Subject: Message from Bob Tribble and Jack Anderson - S&T Operational Analysis and Planning
Hi Everyone,
In FY21 we piloted a new process for Operational Analysis and Planning by the Laboratory’s S&T organizations. The new process replaced the annual call to complete Program Execution Plans. As you are aware, planning and performance management are key elements of BNL’s Contractor Assurance System, intended to assure that Lab operations and support functions conducted by any and all Laboratory organizations, including S&T departments, are performed effectively and efficiently and that operational risks are well managed.
With the help of the Directorate Chief Operating Officers (DCOOs), we improved the process for FY22. Key improvements include the addition of a high-level situational analysis, a new engagement activity with the DCOOs to share institutional risk and performance information, and revision of the plan template with enhanced guidance and tables to better capture weakness/threat and assessment/monitoring information. Other important improvements have been implemented this year that enhance the planning and self-assessment processes. Key updates (found in SBMS) include new definitions delineating the different types of assessments and the requirement that all self-assessments be conducted by trained and qualified staff. Please work with your DCOO to complete your S&T Operational Plan by Friday, November 5th to allow for timely development/distribution of other vital FY22 CAS Plans and reports.
