``All exports to Russia have been stopped. We are still reading and comprehending the regulatory changes. But in a nutshell, exceptions to this rule are few to none. If you see anything come through with a request to Russia, we’re happy to ensure it complies with the new regulatory requirements.

 

We’ve added the following news flash to the ECAP website and it will be on the HRP website shortly:

 

 

Effective immediately, the Department of Commerce has published a press release detailing significant regulatory changes to severely restrict exports to Russia. Many transactions that were previously allowed are now subject to licensing requirements. The Commerce Department has implemented a "stringent licensing review policy" that will deny most export applications. Any DOE federal employees or contractors are strongly encouraged to contact ECAP if they have questions about interactions with Russian entities.”

Although Legal approves all foreign shipping memos and I’ll check what’s in the cue, if anything, we need a more systemic cross check on point.   I have no idea who owns the shipping memo process.
