Doesn't the second half of that quote imply no lab-to-lab variance?

Off topic but I've wondered about these limits, eg for SciDAC and the
recent HEP-AI FOA.

Are they fixed for all labs (senate model) or are the limits set
uniquely for each lab based on some measure of lab size (house of
representatives)?
