Right it seems like a *lot* of work on the Uni side, but Jake at UMiss is willing to at least try.  I assume it will review better with CS involvement, at the Uni and/or with BNL CSI, I’ll reach out to CSI to see if they already have ongoing applications and/or
 would be interested in helping out.

In this FOA, it seems that everything is really up to the uni prof to
take some action.  Lacking that, most we can do is unofficially nudge
them and let them know we are available to satisfy the "partnership"
requirement.
