Indeed, there are much better and more upstanding ways of making successful software than top down influence and PR :-)

Yes, that refers to Wire-Cell.

It's an interesting thought which makes me ponder the tactics.

I'd not be surprised if omitting the Wire-Cell "brand name" was an
intentional decision.  The press release seems carefully written to walk
a line between saying how critical BNL and Mary was/is for DUNE while
not sounding like BNL will now exploit her new position at the expense
of others in the DUNE collaboration.

Not that Wire-Cell needs special access to be successful!  In fact, it's
largely been developed while facing just the opposite. :)
