There are also good arguments to have CERN based people for Belle II :
- Timezone : Given the 13 hours difference (14 in winter) between KEK and BNL, there is no working hours overlap. That makes it complicated to have common meetings.
- Belle II uses Rucio and Dirac which core teams are both based at CERN. In particular, since Dirac will have a major rewrite, that's important to have people following these development closely (PS : I will try again to propose Panda, but that's hopeless...)

Let's hope that this time, this limitation won't have any negative impact on the pool of candidates.

It makes sense to me for new BelleII person to be BNL-based.

I can think of a few reasons both for or against either choice of CERN
or BNL for the DUNE position.  I think either will be good depending on
the candidate.

Forcing us to choose a specific one a'priori will obviously reduce the
pool of qualified candidates.  Doing that is not in the best interest of
the lab.  It is very difficult to find qualified candidates for this
type of position so this limitation is particularly detrimental.

Did HR give a justification for imposing this harmful limitation?
