RHIC review

I hear sPHENIX co-spokesperson Gunther Roland complained strongly to the review committee about NPPS. He did so out of my hearing. Reportedly it was the same old thing, misattributing to NPPS the problem that neither sPHENIX nor NPPS have control over sPHENIX-assigned effort. If you have complaints, have the good grace to complain to me, as well, and preferably first.
