retired/shutdown permanently.

Description:
On 03/31/2022 @ 9AM astroftp.rhic.bnl.gov and rcf3.rhic.bnl.gov will be 
retired/shutdown permanently and user should migrate all files/work to the 
eplacement server/services on cftp.sdcc.bnl.gov, sftp.sdcc.bnl.gov for data 
transfers (to replace astroftp), NX , tex and nxcampus01 for interactive 
logins (to replace rcf3).
