Hi Steve,
not sure that it dos everything you need, but in the EIC LDRD
(Alexander's orbit) we have worked with the board gerbers using the free
gerbv. I also use the KiCad's "gerbview" (that may be of the same
origin, but looks different). No license, no problem, professional
tools. You can easily read off positions and distances.
Attached are screenshot from some random gerber from both tools.
