Hi Edward and All,
Frank and I determined the fiber lengths for the outer HCal:

The slides contain a table with the lengths: one pepper shaker comes with
one bundle of 25 fibers, separated into two sub-bundles of 12 fibers each
(except for an additional spare fiber in one of the sub-bundles). The two
sub-bundles are identical in terms of fiber lengths (again, except for the
additional spare fiber in one of them). There are eleven different fiber
lengths per bundle (so all but two of the fibers have different length; the
spare fiber has the same length as the longest one).
The slides also contain a bunch of photos from the mock-up of an entire North
half of one sector. This is how we determined the fiber lengths. So these
lengths are not just calculated. The have been shown to work in practice.
