sPHENIX is a new detector at RHIC.

Dear collaborators,

We're happy to announce that the letter of intent for a modest forward
upgrade, as requested by ALD Berndt Mueller,

"In addition, I invite the STAR and sPHENIX Collaborations to present
letters of intent for proposals of modest forward upgrades to their
detectors for data taking after 2021."

is in its final form and ready to be submitted.

Thanks to the cold QCD topical group co-conveners, Christine Aidala and
Nils Feege, for guiding the development of this document, to the members
of the cold QCD topical group (and many interested collaborators from
other topical groups) for the hard work to craft the arguments and
produce the projections, and to whole collaboration for the useful
feedback on the first draft.  I think we can all be very proud of the
final LOI.  We'll submit it to Berndt Mueller and work with him to
understand how the discussion will progress from here.
