I think the discussion in the Jet ToG might not have been clear.  There is *no* minimum pT cut on the reconstructed jets that go into making the fragmentation ratio plots. The only cuts applied were that the truth jet had a p>50GeV/c and was within |eta|<0.6, and that the highest momentum jet in the event was found within dR<0.4 of the truth jet.  In that sense, the curves in Fig 1.3 are really an efficiency for finding a jet in the two configurations shown vs. the SS310 configuration.
