Dear all,

We'd like to announce the formation of IRC01 as:

Huan Huang (UCLA) chair, Virginia Bailey (GSU), Derek Anderson (ISU)

The IRC will work with the PPG, the TG and the rest of the collaboration 
to get this result in a public state.  The details of all the PPGs that 
have been formed are here:
