Roberto,
That does not work for the RFP process. We cannot have say initial scores from one person then final normalized scoring from another.
If there is a problem scheduling the initial scoring meeting, we can revise the panel removing one person and replacing with another. Then if there is a problem scheduling the Final/normalization meeting,
we just remove that panel member.
If you don’t want them as non-voting members you can remove them all together.

The intent was to have substitutes since the timing of the bid response was not known, in the event panel members are on vacation/travel.
So it was not to intended as a non voting member.

Please revise the Panel designation letter to Voting and Non-Voting members. We do not use Alternate voting members. We use the non-voting members for their expertise in their respected areas.
