Homework from TPC group: starting the good run list in Run23

Currently it contains the runs used in the past preliminary results (and link to the analysis notes) which are being expanded with other good runs and run types. As Martin pointed out that in the future, the wiki page should point to Run Database as good run notation are being developed.
