Hi folks,

have a few condor jobs on hold isn't an issue but circumstantial 
observations seem to indicate that lots of them cause problems (jobs 
just don't get started even though they should). Also - we have a limit 
on the maximum number of condor jobs per node of 100k and held jobs 
count against this.

Again a few hundred jobs don't matter but I see thousands, in some cases 
10's of thousands of held jobs by some users. Condor does remove held 
jobs after a week or so, but these numbers of held jobs might cause 
problems.

Please clean them up
