sPHENIX tracking discussion

    Dear all,
     Over the last few months we have held sPHENIX Tracker
    meetings on an irregular schedule first organized by Ron and
    later project specific Tracker meetings organized by me.
      We need to move the Tracker project onto a level comparable
    to the other sPHENIX subsystems to make faster progress
    on design, prototyping and project planning. To help to facilitate
    rapid progress we need to begin holding regular tracking meetings 
where
    issues of engineering, R&D, budget, schedule and eventually
    production can be discussed and activities organized.
    Tony Frawley has agreed to organize and lead these meetings.
    I'd like to thank Tony for agreeing to take on this important
    task for sPHENIX.
