Hi Tony

I think we'll all in favor of reorganizing along by detector option so that the text does not thrash back and forth between concepts.  I want to spend more time on costs so having you on the text is helpful.  I would make one suggestion.  I think the the natural division is as follows:

Vertexing:
A -- Reuse PHENIX pixels.
B -- MAPS ala ALICE ITR Upgrade.

Outer Tracking:
A:  Strips
B:  TPC

I personally prefer this organization to AA vs BB since there is really no technical consideration that forces the strips to reuse the old pixels, just as there is no technical consideration that forces the TPC to use MAPS.  Also, this is actually a cleaner division in terms of physics performance of the device since the vertexing primarily (but not entirely) is for DCA, whereas the Outer Tracking is primarily (but not entirely) for measuring the magnitude of the momentum.
