This makes sense:  TPC hits have large distortions that don't disrupt their relationship to adjacent TPC hits (since those are distorted nearly the same vector amount), but the silicon sees none of this.  It's good to know that, assuming the TPC distortions are as smooth as we expect, TPC seeding still proceeds normally.

I checked how the seeding performs in the presence of the static distortions, and it looks like the tracks get lost in the seed matching + track fitting stage. See the attached plots which shows the efficiency for TPC only seeds (with ntpc>25) and TPC+silicon seeds with and without distortions. This is very encouraging for the streaming data reconstruction and for setting up a commissioning tracking workflow in the coming months.
