We got Sooraj's instructions last week to submit the papers
Now, both papers have been posted on arXiv (short 2308.16846, long 2310.13096), but have not been submitted to journals.

To fulfill the requirements of the joint submission, we did the followings:
1. Two papers are required to cite each other.
    We added to the long paper a reference [31] to the short paper at the end of the introduction. 
    The short paper already had a reference [31] to the long one. 
    The arXiv numbers are added to all those references respectively.
  Please see the attachments for those minor changes. 
2. The PRL submission needs a 100-word compelling justification for why a paper meets PRL’s criteria. 
    We prepared a draft for that:
The Chiral Magnetic Effect (CME) is a result of local parity/charge-parity violation from vacuum fluctuations in quantum chromodynamics under strong magnetic field. To search for CME, STAR performed isobar experiments (Ru+Ru, Zr+Zr), where similar backgrounds and different signals were expected. Data indicated differing backgrounds, calling for a thorough analysis of their contributions. This paper provides such an analysis and estimate of background baseline. An upper limit of 10% on CME signal fraction is extracted at 95% confidence level. This result constitutes a significant step forward in understanding the CME, an important objective of the heavy-ion physics program.

After you think they are ready, we will move forward and continue the joint submission.
