If I can comment on this, using approach-2 seems to defeat the purpose of 
combining different data sets since the errors on the combined results are 
larger than some individual data sets in some bins. It is not clear why one 
wants to combine if the error bars get bigger. 

In terms of approach-1, if we believe in Run-9 data, then we should just 
combine it as usual. If there is a good reason not to trust it, then we 
should probably correct it. I agree 3.5sigma is extremely rare, but it does 
not mean it can never happen.
