STAR QA Board

At the Meeting Lanny pointed out the peculiar run 22038014 which had a 
strange peak in
timing spectrum for sector 19
I looked at my QA and in particular the ADC spectrum for sector 19 
(outer looks very strange). I looked at the subsets of events that have 
ADC information. That file is
concatenated from multiple files. I assume these are just merge simply. 
All the bad infor is likely from a single sub-file , so it may indicate 
its throughout the run. The clster info looks all good.
Never the less I would suggest to mark the run as bad; We are only 
talking about 5.9k events rather than spending time to dig more into 
this.
