A follow-up on this that I learned about after the TPC meeting...

I understand the DAQ files are being staged on /star/data27 via the 
DataCarousel. But that disk has been full for several days, so DataCarousel 
attempts to restore files are failing repeatedly. As Jerome explained to me, 
"this delays all requests pending and as a result, a cascading effect occurs 
(pending requests may be files in cache that are purged ... then, when they 
get to their restore time, the algorithm optimization is destroyed because 
the restore pulls directly from tape not cache)."

To mitigate the impact on others, these requests that can't deliver their 
files are going to be excluded from the DataCarousel queue for now until we 
understand that the restores can move through successfully.
