This recent talk from the CERN physics department's software group EP/SFT lays out very nicely and concisely (and consistently with our plans) the key elements of a software R&D program towards HL-LHC and other future facilities. It's based on community white papers written over the last 2 years and two software R&D workshops held by EP/SFT. They aim for new funding for this R&D circa 2020, which they will surely carry out very collaboratively via the HEP Software Foundation and collaboration with the experiments.
