Hello all,

So-called "phase-1" of the ICE (Independent Cost Estimate) is now coming 
to a close.  After some struggles, we agreed that the BOEs were too 
complex and that the starting point for the ICE would be a master 
spreadsheet listing the documents used to
a) explain what the deliverable is, and
b) obtain quotes

Attached is the master sheet, which we need to send to NSF fully filled 
out on July 15.  Therefore, we need you to return it by *COB Thursday 
July 11*.

The sheet is largely self-explanatory, but the Tile Main Board can serve 
as an example.  What you need to do is

1) Check that I got all the relevant lines, i.e. all the lines that 
include material costs relevant to deliverable construction

2) Fill out columns H to Q.  In many cases I put in educated guesses, 
these may be wrong.  A few specific comments:
 *J: this is an index to indicate if multiple payments correspond to a 
single quote (eg Tile Main Board assembly batches)
 *M: make sure you have these documents: in a few more weeks we'll need 
to provide them so they can get quotes.  Looking through the packages 
put together for our initial attempt, I did not always see gerber files 
where I expected them)
 *O: to my knowledge, only ASICs made under the CERN frame contract 
only have one possible vendor, but that may be incorrect.
 *P: indicate here if you applied any kind of scaling, eg because you 
used a different board's gerber to get a quote
 *Q is about documentation that explains the deliverable, but is not 
used in obtaining quotes.
