Hello NSF L2s,
Please distribute this to your L3s and ICs.
As we near the pre-MREFC endgame, we have decided that the next allocation will be for half the budgeted cost of the work scheduled in the rest of the pre-MREFC period, i.e. 10/1/19-3/31/20. This will give us the ability to direct the final pre-MREFC funds where they will be most needed/useful.
In addition, some institutions are carrying substantial cost variances, in a number of cases larger than the budgeted cost for the work scheduled for 10/1/19-3/31/20. So, the algorithm used to calculate the next allocation is:
1) If current cost variance > 0.5 x BCWS for rest of pre-MREFC => $0
2) else allocation = 0.5 x BCWS for rest of pre-MREFC
The L4 items where funding will be 0 are:
LAr: SBU, SMU, UT Austin
Tile: Chicago, MSU, UT Arlington
Muon: BU, Michigan (CSM part)
Trigger: Indiana
It could very well be that the cost variances are incorrect. In that case, people should get in touch.
