Dear Members of the NSF’s life-cycle review panel:
In advance of our teleconferences with the ATLAS and CMS teams on Thursday (Noone-1pm EDT for ATLAS) and (1-2pm EDT for CMS), I thought it might be helpful to remind everyone of the goals of this review, as stated in the charge:
“The purpose of this review is to seek the review committee’s assessment of whether the ATLAS and CMS plans for funding HL-LHC related activities from within flat operating budgets are reasonable at this point in time. NSF appreciates that some elements of the budget forecasts to be considered at this review are cost projections for activities five or more years in the future. NSF intends to revisit these cost projections regularly to assure itself that the assumptions underlying these estimates continue to be valid.”
NSF is asking the review committee to perform a high-level sanity check as to whether the future cost projections look like they fit within the flat operating budgets NSF expects to make available ATLAS and CMS in the coming years. This review will be the first time NSF is presented with estimates for its projected share of installation and commissioning costs, and for future high luminosity operating costs. We hope you will tell us if you think there are significant cost categories that are missing from the initial estimates that will be presented, and that you will point out areas to which we should pay close attention in coming years as these plans mature.
A particular concern shared by all funding agencies, including NSF, pertains to off-line software and computing challenges in the era of high luminosity operation. We would like you to advise NSF on the plans of ATLAS and CMS, during the years preceding high luminosity operation, to undertake software and computing R&D to meet these challenges. Can the plans presented be credibly expected to lead to a high luminosity data handling strategy that fits within flat operating budget projections?
I hope this helps to define the level of expectation for the discussions Thursday and for the presentations next week. I look forward to talking with you tomorrow. As a reminder, the call-in information for tomorrow’s teleconferences is shown below.
