Shouldn't you include also the manpower for those 3 months, which is being used largely to prepare for those M&S purchases? If we are not allowed to have our people working on the MREFC tasks during those 3 months, we need other funds to pay them for that time, just like we argued with the 12-month delay.

There was another request for immediate input on some specific impacts of a three-month delay arising from moving the NSB HL-LHC presentation from February to May 2020. That means a 3-month delay in the start of the MREFC (from 4/1/20 to 7/1/20). I culled through the FDR detailed schedules to find all the material tasks during that three month period, to provide Mark with specific examples he requested. The attached file is that description (totals about $1M in material purchases during that period). Let me know if you have any comments/corrections, but be quick. Mark wants this by 12pm eastern (in thirty minutes from when I write this).
