Shouldn't you include also the manpower for those 3 months, which is 
being used largely to prepare for those M&S purchases?  If we are not 
allowed to have our people working on the MREFC tasks during those 3 
months, we need other funds to pay them for that time, just like we 
argued with the 12-month delay.
