Hello all,
I'm trying to understand some strange features in the April MREFC CPR (attached). NSF is now looking at the numbers very closely, and they expect a few audits per year, so we need to make sure our numbers make sense...
Please send me explanations for the following by the end of this week so we can figure out how to improve our reporting. As a reminder, standing army costs are allowed by NSF in this extraordinary situation, however, spending remaining pre-MREFC funding to work on MREFC scope is NOT.

2) please confirm that FEE30775, Data Link Pre-Prototype Integration Test could be done with the lab inaccessible. (Or maybe SMU kept access?)
3) there is 0 actual cost for $35k of work performed for 6.4.1.3. It seems likely that people were paid from remaining pre-MREFC funds. This is a HUGE NO-NO! Please explain if incorrect.

7) there is $12k actual cost for $30k of work performed for 6.6.5.1. $24k of the work performed is in materials. Can you explain how this was statused and accrued? (I.e.: were the materials received? If not, why were they statused, and if yes, why weren't they accrued?)
8) is the actual cost for 6.6.5.2 (mainly) a standing army cost?
9) there is 0 actual cost for $4k of work performed for 6.6.5.3. It seems likely that people were paid from remaining pre-MREFC funds. This is a HUGE NO-NO! Please explain if incorrect.
