Hi Stephanie,

Thanks.  I'll make the same comment I made last month: while it's true 
that reduced resources lead to a lower spending rate, in and of itself 
that doesn't lead to a cost variance if the work those resources were 
supposed to do doesn't get done, which is what is implied.  Cost 
variances are *completely independent* of BCWS.

I think what you want to write is that a number of tasks required less 
engineering effort that anticipated.  (Leaving open if it was less total 
effort as well...)
