Hi Mike,

Here's an annotated version.  The biggest issue is that we need Reinhard 
to explain the sMDT cost variance.  What he wrote in the VR has nothing 
to do with cost variance.  Most likely there's an accrual mistake. 
(It's a big deal, because this clarifies that the good SPI is 
effectively fake.)
