Here are my comments on the October VRs:

-6.4 I have approved

-6.4.1 I have approved

-6.4.2 is problematic: I realize that we get costs directly from the Columbia system for Columbia L3s, but the PEP says we use accruals.  So writing a VR that directly contradicts the PEP is an issue.  For these large procurements we should really do accruals (we did this by hand for 6.9 so why not for 6.4?)  I guess it’s too late for this month, but maybe you should just write that the accrual for these items was not done?  I’ve unlocked this.

-6.4.3: you keep saying that a priming request has been submitted, but it has also been sent back/rejected.  It’s not wrong, so I have approved, but it is misleading, so please don’t do this in November.

-6.5.4: I have approved, but next month please say something in the impact about how much float is left. 

-6.6.3 is fine but needs to be submitted

-6.6.4 I have approved

-6.8.1 I have approved

-6.8.2 I have approved
