Hi NSF L2’s,

Please pass this on to your L3s. As I believe you are aware of, the NSF 
Independent Cost Estimate (ICE) has been contracted to the Army Corps of 
Engineers (who in turn subcontract to their ‘subject experts’). The ICE 
committee will likely consist of ~two Army Corps people plus two subject 
matter experts that they contract to. That process is starting and will 
consist of two phases.

  * Phase 1 (used by NSF to evaluate the competency of the Army Corps
    process): will focus on the pre-PDR subsystems (Muon TDC and LAr
    ADC). They will only review only the material costs and not labor.
      o Kickoff meeting with ICE scheduled for *April 9, 12-2pm
        (eastern)* – see Webex contact info below.
      o The documentation we have provided to them is available at DocDB
        #655. The documents cover what NSF asked us for. Note that some
        of the documentation intended for ICE is redacted to remove
        material costs.
      o Next week the Army Corps will review the documentation we sent
        them and generate questions by April 1-2, that NSF will
        distribute those question to us in advance of the kickoff
        meeting on April 9.
  * Phase 2: will cover the rest of the NSF scope
      o Currently scheduled to begin ~mid-May
      o Documentation needs to be ready by that time. You need to
        prepare that information for your subsystem
  * Although the Phase 1 focus is on the two pre-FDR systems, *all L2s
    and L3s are invited to listen in on the April 9 meeting to
    understand what will be needed by mid-May*.
