Hi all,

	The PO is getting more stringent about the monthly variance reports. 
In particular, they are insisting I comment on our CPI (in addition to 
delays).  For December (see attached), our CPI is 1.12 at L2, meaning 
the actual work done has been 12% cheaper than planned, and we need to 
explain why.  More significantly, the +12% at L2 masks some much larger 
variations at L3/L4.  Here is the breakdown:

6.4.1 Columbia = 1.00, UTA = 1.33, SMU = 1.36
	ie. both of UTA and SMU are >30 underspent for the work done. Tim, you 
need to explain why that is.

6.4.2 Columbia = 0.96 (no report needed)

6.4.3 SBU = -11%, U Az = +3%
	ie. Andy, SBU is 11% OVERspent, despite us claiming they used extra 
uncosted labor due to the new hire

6.4.4 BNL = +160% (!!) underspent
        Hao, we need an explanation why

6.4.5 BNL = -12%
        Hong, we need an explanation why it is overspent

	This is urgent, so please get back to me right away with input for your 
L3 that I can include in the December VR (just in time to start working 
on the VR for January!).
