U.S. ATLAS HL-LHC Upgrade LAr Level 2 and Level 3 Managers Mailing List

The idea is that, as we are now more advanced than when we made these 
initial estimates, you might be more (or possibly less, but hopefully 
not) confident in your estimates.  I found for my L3 that I reduced a 
few, and left most others unchanged.

Keep in mind the maturity scores go into the contingency analysis, 
namely less mature estimates require more contingency be held (and 
therefore less baseline scope).
