NSF and DOE L2Ms, Deputies –
We would like to begin pulling together a document describing supply chain effects (SCE). Collecting this information provides us with an opportunity to learn from all of our experiences across the board, so we would like to document these effects project-wide – i.e., DOE and NSF scope. Some guidance:

*Identify elements that have been influenced by SCE*. These can be
subcomponents, deliverables or any discrete articles for which you
believe you’ve experienced SCE in the form of delays or cost increases.
*
*Write a brief description of the SCE* for each element – a
paragraph or two is all we need here. Some points to include, if
relevant, are:
o
WBS L3(s) affected.
o
Cause of the SCE, if known. If the supplier did not give a
reason for the increase/delay, then mention this.
o
Is the SCE coming from a sole source supplier?
o
Any mitigating strategies you attempted.
*
Make an estimate of the impact of the SCE on the elements identified
for both cost and schedule.
o
The *fractional cost increase* of the element based on new
quotes or other information. Do not try to tie this directly to
material costs in P6 – just quote a relative cost increase (in
percent) based on, e.g. unit price increases.
o
Any *increase in delivery time* with respect to previous
expectations
This will be iterative, and we may need to adjust our narrative based on initial input. So - *please send us the above information for a few of the elements in your system by March 2* so that we can see how this all works.
