I’ve looked at the cost books. In a quick pass I didn’t see any mistakes, but you should look at the “Chart - L3 Ttl Cost by Res Cat” tab. Here you see the rebaseline adjustment by L3s. You can easily see where 6.4.1 lost $530k in the rebaselining. Of course, at L2 this is hidden by the +$421k in 6.4.2, so overall it doesn’t look striking. But in the L3 plot it stands out. For 6.4.1 I checked and the totals do include BCP 1084, where we put some of the budget back.
