Dear DOE L2 managers

As we expect the charge and agenda for the upcoming DOE IPR to be very 
similar to that of last February's IPR, I've made some small 
modifications to the Feb-2024 templates and have posted the new versions at:

We expect that the main focus of the meeting will be on recent delays 
and our response to them, so I'm suggesting that we move some of the 
slides we normally include to backup. I've marked these in the slide 
deck, but if you think there are important points to make from them for 
your system, please keep them. I also think that we should avoid long 
technical discussions with the committee during the plenary talks so 
that we can stay on schedule. The new templates thus suggest emphasizing 
how we managed the various problems that we encountered in the last year 
in the L2 talks, but moving all the technical points to the L3 talks.

Please forward the templates to your L3 managers as well. If you (or 
they) have any comments or questions, please let me know, or add them to 
the google slides. I'm traveling right now, but will try to respond as 
quickly as possible.
