Hi All,

sorry for not being able to join the meeting yesterday but I needed to 
attend the generic R&D meeting.

I just added the 'timing' motivation in the intro to the proposal . 
Anselm promised to improve the intro text.

I will next move to the R&D section. So far the sections are pretty 
empty so we need to get going.
