Pietro might correct me, but what Silvia explained was precisely why many groups declared no authors - it was a deliberate choice to avoid triggering the service requirements.  

My understanding was that this is fine for ePIC in the short term, since it keeps a lot of institutions as members while they figure out their plans, but the collaboration needs to decide in the medium term how sustainable this is for ePIC (i.e. it is not).

So I would advocate allowing this for this cycle, but I would also advocate that the members informally discuss the situation with those groups to understand their plans.

Hi Eric,

I think that in some cases they may have not declared any author because they cannot comply with the FTE requirements for authorship.

But I'll make sure to verify this for my institutions.
