Peter recollection is fully correct (i.e.: I remember the same)

I would agree too with the approach suggested by Peter. This time we should at least ask them "ok, we understand but which are your perspectives? We are going to sign a TDR soon and we should know when you intend to do something...." (we will ask that more politely!)

A key "political" thing is if we want to have institutions signing the TDR without any real committment (because we believe politically is a good signal to inflate the authors and institution list) or not. For my personal taste (and also INFN rules) this approach is ok for Letters of Intent (like the Yellow Report or quick proto-proposals like ATHENA or ECCE), but not ok for a TDR.

          I think that in some cases they may have not declared any
          author because they cannot comply with the FTE requirements
          for authorship.
