Dear friends:

I have just circulated the current “Draft” version (so-marked in github) to a
subset of the LRP Working Group for comment. I am really grateful for all the
hard work each of you provided to get to this point - thank you!!

I think it likely that we will have to perform triage on the comments. It is
pretty clear we will not be able to do massive rewrites, but we should be
very responsive to any factual errors or misstatements that have gone
undetected to this point.
