Interesting! Thanks Brett. Maybe a good approach to use github issues in the software community and let the detector designer builders et al deal with Jira. Given that our website(s) and doc are github based, probably pretty much everything we deal with can be associated with github content. ATLAS recently jumped through complicated hoops to enable Jira to serve as an issue/improvement tracking tool for wiki based website/doc, with it all in github it's trivial.

the problem with github is that it is code centric. That fits perfectly to ROOT or any other code package but if you want to do something broader e.g. design a detector for the EIC you will likely run into problems with that approach. I would guess in the end both will be used

It may be a useful ingredient in deciding to use Jira for EIC or other
BNL related stuff.

Their main arguments appear to be:

 - increase population of potential issue submitters by using a larger
   authentication pool (GitHub > CERN GitLab or CERN Jira)

 - gain related GitHub integrations for servicing issues (GitHub
   Issues/PRs/Projects/Commits).

 - a neutral change w.r.t. "open source'ness" (GitHub vs Jira)
