I'll piggyback off of Michael's dissemination of this. NPPS has a light org footprint as a group of software developers. One thing that hits us is hiring problems. I've attached the form we're asked to fill in with a few points in this direction. Suggestions for what else to include from us are welcome. I'll give some background in the leadership team meeting.

We've been asked to provide a SWOT analysis (Strengths, Weaknesses, Opportunities, Threats) for *LAB OPERATIONS* (not US ATLAS!). This is our *opportunity* to get real changes implemented at the laboratory and in NPP.

We need to fill this in by Friday October 30. I'll try to schedule a meeting next week to go through this in more detail. I apologize for the short notice.

Please take this opportunity seriously. Remember to list our strengths (as Omega/US ATLAS, Physics, and NPP) as well as all the threats! Our strengths are very important to advertise to the lab.

I'd like you fill in your statements in the following Google Doc:

Be honest! We'll edit for clarity and language before submitting to the department.

Thanks!

Michael Begel

On behalf of Brandon Thorne

To Physics Department Group Leaders and Group Administrators:

Message from Bob Tribble and Jack Anderson : “With the help of the Directorate Chief Operating Officers, the laboratory have developed a more streamlined, value-added process to be piloted in FY21 for Operational Analysis and Planning by the Laboratory’s S&T organizations. This new process replaces the annual call to complete Program Execution Plans. The output of this new process is the development of an FY Operational Analysis and Plan by each of the Laboratory’s S&T organizations.”

I need your help in developing this analysis. I would like to request your input NLT 10/26/2020. A meeting will be scheduled on 10/23/2020 to discuss any outstanding or underlining concerns about this request. The goal is to receive input from all of the Groups within the Physics department in order to developing an effective operational analysis with the recommended platform. The recommendation is not to include scientific or programmatic influences, but to include all operational elements that are identified in the attached form.

As you are aware, planning and performance management are important elements of BNL’s Contractor Assurance System (CAS), intended to assure that Lab operations and support functions conducted by any and all Laboratory organizations, including S&T departments, are performed effectively and efficiently and that operational risks are well managed.

The key elements of the new process are:

  • Conducting a SWOT Analysis for the operational aspects of the organization using the "FY Operational Analysis and Plan Template"
  • Identifying objectives/activities to address the SWOT Analysis, and any other important FY objectives
  • Identifying organizational FY assessment and monitoring activities

Details about the process can be found here:  Operational Risk Analysis and Plan for Science and Technology Organizations.

Respectfully,

Brandon L. Thorne CSM, CSPO

Deputy Directorate Chief Operating Officer

Nuclear and Particle Physics Directorate
