It is not clear to me what the goal of NAIRR really is.

We will vote on who gets time slices on some central HPC?

Based on my small experience with ls4gan so far, I think that the
bottleneck to progress is in:

 - the time delay from idea conception to feasibility due to funding
   procedures.

 - lack of AI/ML expertise in domain-experts and vice versa.

To break this bottleneck requires more human than hardware resources.
It requires a healthy and ongoing interplay of domain-experts and
AI/ML-experts working on common problems.

The solution in my mind is to create "many centers" of AI/ML expertise
that operate in close proximity to domains to allow a diffusion of
expertise between domain and AI/ML.  For this to work, I think it must
operate on an ongoing "research" rather than a fixed "project" funding
basis.
